Raymond Makul has the unique blend of electrical engineering, business acumen of an MBA, and the public policy expertise of an attorney with over 34 years experience in the public utility regulatory arena. Mr. Makul has directed utility operations in a large New Jersey oil refinery, and has served as an independent consultant, throughout the country and overseas, on matters involving regulatory policy, utility rate setting, and negotiation of utility supply agreements on behalf of private clients.
He has over thirty years experience in matters of public utility regulation, rate structures, policy and economics, energy use, water and sewer systems, and telecommunications. He has extensive and broad-based knowledge of the regulatory process; economic, financial, and accounting principles and protocols underlying regulation; utility industry corporate culture; and the internal workings of regulatory agencies and their staffs.
Mr. Makul also has experience in day to day management of utility operations and the associated development of operating budgets and plans. He also served as Division Director of a government agency, setting the goals and direction of a group consisting of over 20 professional employees and associated staff, and numerous outside consultants and contractors. His educational background of engineering and business administration, affords insights into all critical aspects of utility operations and regulation and oversight of the industry.
